As I have often said to people at my company, just because no one else does it, does not make it the wrong thing to do. Bottom line is Mercedes are a premium car manufacturer and charge premium prices for their cars, services and after market parts, there is no need to extract another $100 from each customer to allow them to get information that is pretty vital to have access to, especially when the warranty expires and MB wash their hands of any further issues.
If I ever buy another MB again (which I am very unlikely to do based on the build quality of the car I have experienced) I would absolutely insist that the service information DVD be provided with the car from the off - for no charge - something I am sure the dealer would do to get you to part with with Â£70,000.....
