Question MB Key Programmer question

Hello.First post.
I have a question about mercedes ir key programmer
Does this tool need to remove the epprom from pcb ?

Lot have tried, but to my knowledge all have failed.
MB would not be famous for its security if any kid could program the keys with a kit from ebay.
