serpentine belt

We just had our power steering pump replaced. They found the serpentine belt to be a little stretched so suggested we also replace that. Which we did. We drove it approx 200 miles after repairs. Then the serpentine belt shredded and the water pump seized up. Could this have been caused by an over tightened serpentine belt?

No, because it's not possible to overtighten a serpentine belt. The beauty of that arrangement is that it's self-adjusting by means of a spring loaded tensioner. When the belt is new, the tensioner is most compressed and as the belt stretches with age the tensioner adjusts accordingly. Your water pump failed and shredded the belt, not the other way around.
