From what I remember the cellphones do have power restrictions, while emergency communication can have more powerful senders even if your manual doesn't say so MM.
But again, if the more powerful sender will extend the range from 3 to 4 miles, what that will help you on secondary highway with closest antenna 200 miles away?
Phone companies give you lot of BS about coverage. It usually works well along main freeways, but you go 3 miles from the freeway into the woods and it is dead.
Amazingly Sierra Ski Ranch has better cellphone coverage on the slopes, than streets around Berkeley University.
