It means the end of using antiseize compound on wheel hub faces to prevent the wheel and hub from "growing" together, as is so often the case. Hopefully the one approved location suffices.

And, it was obviously always the wrong thing to do to antiseize or otherwise lubricate wheel bolts.

Kinda like greasing your brake disks do deal with 'squeaky' brakes? I knew a guy that really did that once.
