insufficient charging--82 300TD

The alternator on the 82 300 TD is not charging sufficiently to keep the battery charged. I have to charge it after every time I drive. AAA checked out the charging system, results: battery fine, drain only 0.2 amps (fine), cranking normal, car running battery voltage no load 13.940, 7.7 amps, loaded 13.120 minus 11.6 amps, the latter figure which barely is over the minimum for an OK rating. But it isn't good enough. Another post suggested cleaning battery ground (done), the connection at the alternator , and the engine to chassis ground, which it says connects to the chassis about where the drivers feet are. But I can't find it. Can anyone tell me where it may be, and make any other suggestions? Thanks very much.

Check condition of voltage regulator/brushes.

new regulator didn't solve it

Thanks, lkchris. After my first post the wipers quit. I replaced the regulator, brushes worn to about 1/3 length, but wipers still out and I am assuming that means the regulator didn't fix the problem. Wiper fuse is OK, I read somewhere that wipers going out can be a sign of alternator failure. Any other suggestions anyone may have would be appreciated.
