2005 C220cdi windscreen washer failure

Hope someone can help, I have read the other threads on this but they don't answer my problem. I am a mechanical technician with limited electrical skills.
My windscreen washer and wipe not working.

windscreen wipers are working fine on all speeds.
washer pump working fine when 12v applied, I removed the pump and bench tested it and it's ok.
power cable to the pump has 11v on it all the time (this i don't understand), my car does not have automatic wipers or headlight cleaning facility

Have not checked the switch yet before hopefully getting some advice.

I don't know the actual diagram, but likely the switch is a grounding switch.
Meaning pump is hot all the time (with ignition on) and ground activate the motor.
But the 11V is strange voltage. You should have above 13 with engine running. Maybe you have ghost voltage? Test it with big bulb tester.

I'll try that, although you would think if the wires were showing voltage then the pump would run when connected, the meter showed the same voltage when running and engine off.

Do you know what 'electronic' means on the fuse list for the washer pump. Life used to be simple with straightforward fuses.
