Help with a non-air car for this newbie

I purchased this car a few days ago. I have never seen a non factory air car. Is this car rare? What is the blank panel for in the dash? Any suggestions on how to remove the paint from the tail lights & turn signal lens without damaging them? Paint looks like it was done several years ago, still looks pretty good. It needs a few things, but is mechanically sound.
