Since you had water in oil pan, there is high possibility that you have water on the top of the pistons, what cost hydraulic lock.
I would take off all the glow plugs (they are easy on this engine) and try to turn it by hand using big socket and long breaking bar on crankshaft bolt. If you move it 1 full turn, that spray some PBlaster in the holes, or other lubricant and try to crank it with starter.
Assuming you refiled the oil. Once the engine makes few turns without spitting any dirt -you can reinstall GP and try to start it up. I restarted engine on 7 years old diesel, so don't think you have to worry about draining the tank.
