Question 1981 300sd W123

Hello everyone, I would like to introduce myself as a proud new owner of a mercedes benz.

I am here as a last resort of help, I received this wonderful car as a gift from my friend and yes you've guessed it, there are problems with it. My friend informed me in the past that the car has overheated twice and after that wouldn't turn over. There would be oil that sprays all over the engine once it runs but my problem is that the car wouldn't turn over at all after it sat for about two months. I live in Southern California where there isn't any chance of extreme weather that got to the car but I, being a very virtuous person cleaned the engine with a degunker, drained the oil completely (there was about 1/10's water in there) , bought a new battery / headlights etc. , and also discovered that there might be a component in the engine bay that may be missing. I am asking all other 81 300 sd owners to please help me figure out why there are electrical wires and a metal shaft left unused located behind the left headlight in the engine bay. If anyone could advise me on what my next actions can be [ cleaning glow plug bay of carbon build-up, inspect vacuum schematics]. This car is not just a piece of metal, but my very first mercedes that I really want to use and cherish with TLC. thank you.

ive attached a picture of the benz. Will take more pictures tomorrow.

Since you had water in oil pan, there is high possibility that you have water on the top of the pistons, what cost hydraulic lock.
I would take off all the glow plugs (they are easy on this engine) and try to turn it by hand using big socket and long breaking bar on crankshaft bolt. If you move it 1 full turn, that spray some PBlaster in the holes, or other lubricant and try to crank it with starter.
Assuming you refiled the oil. Once the engine makes few turns without spitting any dirt -you can reinstall GP and try to start it up. I restarted engine on 7 years old diesel, so don't think you have to worry about draining the tank.
Welcome to the forum and good luck on the project.

Picture is worth 1000 words.
Why that would be your main worry at this point? I suspect it might be disconnected Cruise Control, but this is wild guess.

Don't know what metal tube you are referring to, but the round thing at 5 o'clock is plug for tachometer module.

Looks like AC hoses. Do you have AC compressor?
Or since you mentioned oil spraying with engine running, those might be oil cooler lines. Follow the hoses.
Its been few years since I had this engine. Hopefully somebody driving one today will come here.
