The fuel isn't there the 1st time.
Check the components designed to maintain fuel pressure at the "rail" after engine is stopped. Usually called "accumulator" or "pressure regulator."
A useful test might be to cycle the ignition switch on/off a couple/three times before attempting a start. I bet it will start 1st time if you do that.
Turning on ignition provides only a 1-3 second run of fuel pump and then it shuts off awaiting signal engine has started.
