HVAC Blower residual speed only.

93 Mercedes-Benz 500 SEL

The HVAC blower motor only operates at its lowest, residual speed.

Does this pretty much require replacement of the blower motor regulator?

Or is there a test to diagnose this component/system?

Further, the two outermost dash air ducts constantly vent heat, so I keep them closed. I'm thinking this is a vacuum pump problem.

I'm just starting with this analysis and would greatly appreciate some guidance.
