s55 AMG Engine whine (01) and getting power?

I have a 2001 S55 AMG - that's the NA 349HP engine with no supercharger.

First question. Under full acceleration, there is the obvious V8 rumble but also a high pitched engine whine - almost like the sound of a supercharger if it had one. Is this normal for this engine? Or is there something wrong, like a belt, pulley, etc? It's only certain times under full acceleration that it happens.

Second question: I've noticed that depending where on the RPM's and powerband the car is in, it will give me more thrust and power response. How do I know exactly when this is? Sometimes I will accelerate and the response won't give me that push back/kickdown feeling - but it was like this in my C class that I had before too, so I think it's a matter of hitting it in the sweet spot/powerband to get that thrust.

Is there a rule or a way I can know to hit it right? Obviously it doesn't have that full power across all RPM's, but how do I get it in the sweet spot and know what I am doing and not just mindless doing it?

I had the engine in ML and don't recall any whine.
To better understand engine power curve find diagram with HP and torque rating.
This is high revolution engine, so low end power is not the most impressing, although with huge output still pretty adequate for average driver.
The best performance usually happens between peak torque rpms and peak HP rpms.
Found in Wikipedie "Output is 342 hp (255 kW) to 367 hp (255 kW to 270 kW) at 5500 rpm with 382 ft·lbf (518 N·m) to 391 ft·lbf (510 Nm - 530 Nm) of torque at 2800-5400 rpm."
Meaning the best performance is between 2800 and 5500 rpm.

Thanks. The engine is fairly silent, and usually with even decent acceleration I just hear the V8 rumble - but sometimes when I really kick it down hard and the car goes, I do hear that higher pitched whine - maybe it's just how this particular engine sounds.

Also another question - getting the safety inspection/state inspection for this car was a pain - there were always 2 monitors on, and only after driving a lot did they go off. Is that normal for cars like this?

He.. he... no safety inspections in California
We do have smog inspections on gassers, but none of my European cars ever had a problem to pass them.
Chevrolet on the other hand always cost at least $200 in repairs to pass.
