Radiator fan speed

On my 2000 e320 wagon, I notice in traffic and very hot weather, my temp reads at the hash mark between the 80 and 120 mark, which would make me think it is 100. Is this too high? I opened the hood to check the radiator fan and noticed that even at this temperature, the fan is running very slow. To test the fan itself, I d/c the wires and hooked up 12v. Wow, it turned then! I never hear the fan running at the speed it ran when I hooked it up to 12v. Is there something I could check, or does the fan just run slow?
All this is new to me. I usually don't have trouble with M.B. products because I trade them off before they get as old as this one is. I like this car and want to keep it as long as I can, so I want to make sure and keep the engine healthy.
