Are AC operations related to heater valve?

I'm having trouble with my 94 C220 AC and hoping for some direction. Sometimes the AC blows cold out of all vents, sometimes it blows ice cold out of center vents and hot out of side vents, sometimes it blows warm out of all vents, but most of the time it just blows cool out of center vents and hot out of side vents. The systems is charged. I have been told by a non Mercedes expert that it might be the car’s dual heater valve. Does this sound likely? If not, any suggestions? Thanks!!
