I hope you are not trying to get the fogs on, it is a dealer programming function, the bulbs were removed in some states and programmed out due to some state laws due to their location. It is a two step process, one activates the circuit, the other activates a bulb in the cluster. I dont remember how to get the panel off, mine got traded after the first year!
Been there, done that. Hella's have been programmed since delivery 10 years and 75000 miles ago. I need to get to the back of the panel to replace the switch.
