Carsoft is much more versatile than a simple OBD-II reader, but to leverage that functionality you also need a multiplexer (about $130 on ebay, usually comes with the software) and a laptop with a dedicated serial (COM) port. Then you plug into the 38-pin diag port under the hood.
Search using membername Kobus and the term Carsoft and you'll find lots of information.
If all you want to do is read codes, clear codes and check emission readiness, the little 94169 code reader from Harbor Freight worls great, comes with a CD of code translations, too. You have to be in N.A. for that as it uses the OBD-II port.
