Post '93 300D Overheating Question

I have a 93 300D and it's overheating..I have read through other posts.
Basically no fans are coming on except the electric fans will come on when AC is on. Temperature gauge jumps erradically..not a slow climb. I have tried shorting the sensor..no luck, and no fans engage. The sensor has 5v running to it. I have replaced fuses 1 & 7. Any ideas why fans won't engage when I short...Is there a relay or a better way to test for faulty fan clutch?
