2000 S430 Rear Fuse Box

I have 2000 S430, I am trying to replace fuse # 61 to turn on my NAVI and CD Changer. So I am searching for the 3rd Fuse Box "under the right back seat, and there is nothing. Did anyone has the same issue and know where it is? Please email at riyadsa@gmail.com

Behind the passengers seat in the footwell is a small plastic access cover (as streetglower said) but just to elaborate, the cover is a press fit and simply pulls out by hand.
