So long since I've driven one of the kind, cannot remember how it even looks like. This old vans should have a separate pre-glow/start/stop switch, so it likely isn't just a dead battery. The stop switch could be a separate one too.
A photo could help but a switch that can be pulled and turned sounds more like an idle rpm adjuster.
If the ignition switch turns all the way clockwise and stays there, then the starter switch should be somewhere else. Put ignition on and try other (biggish) switches that would ignite the starter. If you find one, you should probably stop and do it again to pre-glow first and then start.
If it has a separate stop switch, that one may stay at stop-position and the car would not start even if the starter works. If it sounds like this, look after a stop switch and push it off.
I guess you did not find the manual anywhere from the van?
I had a look at the parts figures, looks like there would be two options for the cluster, in any case based on the parts figure the pre-glow/start switch is likely the one you found, idle rpm may be combined on that. The parts figure does not show it but it probably stops from the same switch.
