E38 7ers can be expensive to fix if they're not taken care of and large replacements are arms and legs but it's like that for pretty much any modern German car...but definitely not expensive to maintain when compared with other Krauts....it's a Kraut so it is going to be more expensive than it's Japanese or other European competitors....but not by much.

E38 7ers, especially ones equipped with the Sport pkg are extraordinarily desirable and are amongst the best E38s ever made since they are of the last few years of the production run. They are also extremely well built and are considered the 2nd to last true BMW ever built, next to the E39 5er which is considered the last true BMW, much like the W124 is the last true Mercedes-Benz.
They are drop dead handsome, drive extremely well for a large saloon, built very well, are reliable and are just solid.
If you're friend is set on getting an E38.5 740i Sport...I encourage it entirely. I'd also you recommend to him to look at a CPO E38 as ones off the private 2nd hand market can be very costly to repair if they weren't taken care of.
My dad had a 1998 E38 740i non-Sport and he put about 65k miles on it (I know it's nothing for these Krauts) and the only thing he had an issue with was before he turned it in for the end-lease, and that was a failing heating core for the HVAC. That's about it.
Off the top of my head, There is one major thing that he should look out for and that is the cooling system since BMWs are known to have cooling issues, especially ones with the M62B44 engine, which is the 4.4 V8 in the 740i.
Also, another thing that should contribute to the price is any dead pixels on the LCD OBC display on the gauge cluster since those are very costly to replace.

Little more to add to that, except that they are the most sexy looking, well proportioned, modern big 4 door sedan in the world.
I would say the 740i Sport in cabernet red, dark blue, or black, especially, is drop dead gorgeous. You won't win any drag races with them, but they are wonderful highway cruisers.
With all the usual cautions about buying them used certainly apply, for a sexy looking highway hauler, it really is one to look at.
