I don't know about NC, but Georgia requires a vehcile to have an operating speedometer. Now that being said, as others have mentioned, have it fixed, take the paperwork and request a pre-trial conference with the prosecutor (which in a small jurisdiction may even be the officer himself). Show them that is has been fixed, ask if they can reduce the speed or help keep it off the driving record. You will probably find that they are very willing. This is exactly what the attorney will do, if one is hired.
