No, it is not only US cars. All current Euro cars have it, you would lose points in the Euro NCAP safety tests if you would not have this seat belt reminder and MB certainly wants to be at the top with safety classification.
Jerryz already got the right answers on the original thread (link in his first post) but shortly, the right answer is to always use the safety belt. You can control the warning tone through DAS but that should not be done.
E, CL and SL also have this from the factory, don't remember which MY they came but red308's cars probably have it originally but it has been deactivated.
You are referring to a 10 mph street, my car does not activate the warning at this speed, are you over speeding? Or it could be a lower limit, try driving 10 km/h if you insist not using the belt.
Finally, all Americans may agree this being against the freedom of the individual but thoughts like these make Europeans lose their respect for you. The idea of American freedom sounds nice but if you use it to allow machine guns for everybody, to protect your safety and freedom, you end up being killed, and half of the gross national product is from lawyers work :-) (I guess I should not say this on an American forum but let's say, if you plan Euro delivery, you had better gain respect with different views than you do at home).
