Condensation water is natural occurrence in the underground tanks in some climates. It suppose to be filtered out at the pump, but this is up to operators to maintain the system.
I had some rusty water in my gas about 17 years ago, what was killing my fuel-injected VW at the time.
About 4 years ago all CA gas stations had to replace tanks to double-walls for environmental reasons. Haven't heard about dirty fuel for over a decade.
