I have several small engines in different equipment. The most common problem with them is the waxes and other Sh** from gasoline plugging the injection holes in the carburetor. The other common problem is corroded ignition contacts on the distributor. Carburetor bowl needle valve sticking is common on Americans engines as well (never happened on Hondas).
Start with some starting fluid and see if it fire up. That would confirm, that spark is OK.
If you are planning to keep it, add fuel shut off valve (if not equipped) and burn all the fuel from carburetor for long storage.
BTW my over 20 years old DIESEL JD tractor fires up on the first turn even after 7 months winter break. It has Kubota engine.
