A 1986 190E can be a good car, but it's the first year which has a few things that need close attention -- mainly head gasket and a few other mechanical items the more technical posters here can cover better than I can.
I would be really concerned with a salvage title. This can cover a multitude of nightmares from Hurricane Katrina recoveries, accident totals that are reconstructed, piecemeal build-up's, fire recoveries, etc, etc.
If the only 190E you can find or fit into your budget is a salvage title -- I'd probably go back and look at something else that fits the wallet better.
Mercedes cars are not inexpensive to repair -- and this one ( especially getting close to 170K ) could eat you alive if it's even safe.
The cheapest part of this car will be the initial purchase. You can easily spend more the $1750 on any one major system, HVAC, tranny, engine, etc.
