Hi, Desert. As I understand it, the inspection is two parts. First they look to see if yours is one of the part numbers subject to recall, and if so they change it at no charge.
The second part is if the HB part number is not one of the recalled ones. Then they proceed to inspect it anyway. If the HB fails this physical inspection but it's not one of the recall part numbers and the car is no longer under warranty, then you'd end up having to foot the bill for the replacement. I think there may be some discretion in here for the dealer, too, on a goodwill basis.
If the former, they'll just do it. If the latter, they'll call you before doing work for which you would be charged.
