The real issue here in CA is NOx emmissions and the fact that the smog controls needed to control it cannot work with the high sulpher content in regular diesel fuel. The plan to make low sulpher diesel fuel mandatory in the state which would have allowed new diesel powered cars to be sold here was was shot down by Bush when overruled then Gov. Gray Davis and sided with the ATA who complained that they would be negativly impacted by the price of low sulpher fuels since the railroads were not also required to use the same fuel.
The sad thing is, low sulpher fuel is already available throughout the state since all public transit vehicles that are diesel powered must use the fuel because they have been required to have the emmission controls in place for several years. It has been a long time since I have seen a diesel powered bus leaving a soot trail, and the bad smell that is expected of diesels is no longer present on those vehicles. My 2000 diesel VW smells worse than the current emmission controlled buses unless I run it on low sulpher or biodiesel fuel. Here the price difference between regular diesel and low sulpher is around 6 or 7 cents more per gallon.
Most VW TDI diesel owners here have found that using cheap diesel with the CA smog engines will result in the EGR system plugging the intake manifold with carbon deposits from the soot, so most have learned to use the low sulpher fuels and have reprogrammed the ECU for less EGR injection per stroke to avoid the problem. Like Mercedes, the VW is full of electronic modules controlling everything from the engine and transmission to the locks, windows and radios. Unlike Mercedes, the entire system is open to anyone with a computer and the correct software.
