Mysterious Circle

Is there a specific purpose for the circle cover that lies to the immediate left of the steering wheel? It is about 3" in diameter, and it doesn't appear that anything is behind it. I have circled the pieces in question in the pictures.

It is for the headlight manual leveling control that is not legal in the US.

Manual headlight leveling

Karl,

I did manage to get the electrical replacement for the hydraulic levelers to work properly. I can't say that the install is easy though. Some modifications need to be made to the VW headlight motors. The knob is easy if you don't mind having the VW control stuck there. I went for originality which required quite a bit of work to get a variable resistor grafted to the remains of the gutted hydraulic knob.
