Question Rear Bumper scratches on 2001 S430

Hi All, I have a green 2001 S430, I live in San Francisco where parking is a nightmare, my problem is that when other people touch park in a tight spot, their front license plate screws scratch my rear bumper, I have had the bumper repainted 3 times already, does anyone have any ideas on a quick and cheap way to take the scratches out. The problem is that I have all these little WHITE marks all over the bumper. I thought of maybe buying touch up paint, (where can I get it?). Any and all ideas would help,

Feel the scratch with your finger. If your finger nail dips into the scratch, then the scratched has pierced the paint and you will need touch up paint. HOWEVER, if you feel it with your finger nail and it feels even with the surrounding paint, and smooth over the scratch, then all you need is a mild rubbing compound like Meguiar's ScratchX (ScratchX® G10307 Product Information) . Use the ScratchX with a foam applicator pad (Soft Foam Applicator Pad X3070 Product Information) and forcefully rub the ScratchX into the paint. After about 3-4 coats, the scratch should go away.

P.S. You can pick up touch up paint at any auto parts store like Pep Boys or AutoZone.
