Will a claybar remove light-to-medium oxidation, or do I need to use polishing compound first, then claybar, then wax?

Clay will not normally remove oxidation. It will pick up and remove surface contaminants. You will need a cleaner for light oxidation and a polish for tougher oxidation.
Always use clay before polishing. You dont want those nasty surface contaminants creating little swirls as you attempt to polish.
So...clay, polish, then wax.

If used polish on orbital with great results. I applicate by hand and then buff off. Done correctly with the right applicator you should be fine. Ive used Mothers and Meguiars with great results with both products.
I used Mother's Claybar and Meguire's cleaner wax to do the job. The claybar did great to clean the contaminants, and the Cleaner Wax removed the oxidation and waxed in a single step. I'll probably still put a topcoat of wax on that, but not today.
