RPM Quandry (with a side of air filter woes)

I've noticed lately that my RPMs seem to do a funny thing, and it seems like its transmission related. If I am crusing at say 40 MPH in a straight line and I have my foot on the gas to maintain speed the RPM, in 4th gear, are about 1,700. If I let off the gas the RPMs drop slowly for a second, as would be expected, but then quickly drop to 1,000, almost if you had thrown the clutch in (its an automatic tho) and then after a few seconds it will go back to where it was when it was dropping, or if I gas it again it immediately jumps back to it. Is this normal or is there a problem? I haven't noticed it doing it before, so I'm not sure. It never goes out of gear and never free revs while in drive, but it still seems as if it engages a clutch.

Also, unrelated, I am trying to change my air filter but the stud that the lower left screw on the air filter box spins with the nut and I can't get it off, is there anyway to remove it without taking it to a mechanic or getting destructive?
