Hello Raed Jan and welcome to the forum. Please take a moment to complete your user profile with your vehicle model and year, and your location.

Your wheels have bonded to the hubs. This happens if they've been on for a very long time, and salty roads make the problem a lot worse.

Screw the bolts in, but not all the way; leave them a few turns loose. Then hold a piece of lumber against the tire and smack it with a hammer. It will probably take several good hits.
