| Each of the hydraulic control arms can be fitted with a guide which has a slot such that when the handle is pulled backward/forward, then down, the handle stays there. Not every truck has those locking type guides. Sounds like yours does not.
PKK is correct that you cannot use the key to lock the circuits 'on'.
