The fan motor was designed to last the life of the car,but as has been said often the Car will last three or four car liffetimes so the fan will have to removed and either replaced or overhualed.
To remove the fan you must start by removing the front seats.
Then trhe center console,
The heater is next.
Followed by the dashboard.
There is no other way to do it I'm afraid.
The caged device in this picture is the resistor for the fan motor. the fan motors cable runs through the airbox in front of the windsheild to this point.
You may have to remove the windsheild to get the dashboard free. In this case you can get at the rust in that area easily.
