No you can't do much, they are too far gone to clean. I had a Silverado a few years ago that had the same type of wheels. There is a clear coat sprayed over the shiny finish that you are seeing underneath. Once that clear coat peels, it exposes your finish and the process of oxidations takes over from there. There is no way to save them or clean them, besides replacement or a full refurb job. The oxidation will continue to spread until almost the entire wheel is engulfed if you don't do anything about the situation.
