Idle Control Valve update

The low idle in drive with the A/C on is still a problem, but the cold/start, warm/start problem didn't start until last Thursday. I was cruising along on I75 at 55mph, and there was a strange vibration sound behind the glovebox that lasted about 3 seconds. I'm thinking that it might be the OVP relay or the Fuel Pump relay failing.
The way it starts now is like when the OVP relay is removed. When cold, it takes about 2.5 minutes to smooth out and the idle climbs to 1000 rpms in park, and about 10-15 seconds to smooth out when hot.

Although I've searched this forum and other forums for this same type of problem, the members that had the same problem didn't post the solution. The closest fix is usually a blown OVP relay fuse, OVP relay, or a defective ICV.

I'll be back posting after November 6.

OK, I'm back from my New England/Canada cruise and started re-checking everything again on my 190. I performed a bench test on the OVP relay, checked every vacuum hose, and came to the conclusion that the fuel mixture was slightly off. I removed the air cleaner and was checking the vacuum measurement at the Ignition Control Module when I noticed that if I barely touched the air flow plate, the idle would smooth out and slightly increase.

I don't like to start turning screws or making adjustments because it might be compensating for another problem, but I felt like this was my resort. Since my adjustment tower was still sealed from the factory, I cut the top off just below the ball bearing and gained access to the adjustment mechanism, this still leaves the spring inside the tower intact. I pushed down and turned it slightly (about 1/8 to 1/4 of a turn) and everything appeared to be like it was before the head gasket job.

All day yesterday the warm/hot starts were nice and smooth with no hesitation or cut-offs.
Started first time, every time. This morning I tried the cold start, again, no problems.

So, for now, case closed!
