Rust on disc plate of rear brake

Hi there, i don't know if the expression on the Title is right... but here is the problem with photos just for the history...

At the same time with my steeering problems i noticed that the rear left disc plate was mis-worn-out as you can see on the photos. As it seems the brake pads were not right-aligned so they stepped on the half surface of the disc. The result is the rust and feeling with the fingers you can find almost 1mm step from the one side to the other!!!!

And guess what... they told me they cannot cover under guarantee!!! And i WONDER... how is it possible for a driver to make this happen on ONE of the 4 disc brakes ONLY??????????????????????????

Finally, i have to tell you that my problem solved (not officialy) but i am worried also for the new plates as the new one seems to start to make the same problem but in less degree...

Has anyone any kind or similar image like this? (on his/her brakes?)
