idle control valve vs idle control unit

I'll try to make this short. My 1983 graymarket 560 SEC idles at 1400 rpm. If you disconnect power from the idle control valve, idle speed goes some more. You can bring the idle down temporarily by opening the idle control unit, oulling out the circuit board and twisting it ever so gently. Which would lead me to believe the idle control unit is to blame.

So i ordered a reman. And it comes with a great big warning to make sure the electrical resistance of the idle control valve is at least 5 ohms as a stuck valve will void the warranty of the idle control board. My valve measures 4 ohms and change. And that's after I've cleaned the darn thing three times. You shake it, and you can hear rhe valve slide open and shut. Do I risk installing the idle control unit? The car's at 330,000 miles now and I want to invest as little as possible in it :)
