Paul Ricard is a heck of a test facility but that would be a massive effort and investment on Bernie's part to get Paul Ricard ready for a GP. There aren't any spectator stands there anymore from what I understand. There are also rumors that Bernie is trying to sell the place. No doubt it is easier to put up stands than build the track and garages but isn't the public access infrastructure pretty poor, too? I wouldn't be surprised if the French GP takes a year off to 1) anger the public enough they argue for state subsidies to pay for the race and 2) get a new facility up to speed. Just my own speculation.
