| My bet would be the o rings in the pressure regulator at the end of the high pressure fuel rail. On starter motor the high pressure pump can not build up enough pressure/ volume to overcome that lossed through leaking o rings. With the engine running on easy start the pump turns over fast enoung to pressurise the fuel rail and injectors.
