The Ocean Drive Concept is supposedly a trial balloon for an S-Class convertible. Aside from development costs of an extremely low-production model (assuming it ever actually reaches production), the other reason why the car is a soft-top: it would be a Herculean task to design a top long enough for a full-sized four-door car that could also fit into a normal-size trunk cavity when folded.
