Pretty much you can't measure the rim from the outside. The tire size ( 15",16", 17", or 18") is the inside diameter if the tire itself. The rim, because of the shape, can be VERY hard to measure when there is a tire on it. Of course if a tire is on the rim, you can read the size off of the sidewall.....
The rim size is the diameter of the wheel where the inside of the tire bead sits.
