RE: 1976 300D w/70K (really!)

I figured where it went. If you look at the pic of the engine you'll see a round vac/block attached to a vac line, almost directly pointed at by the unattached vac line/t-junction. What someon did was unattach the t-junction and directly plugged the round vac/block into the line you see attached in the pic. I fitted it all together and drove it but don't notice much different.
The question is, why did they bypass the green tube going into the rear fender wall? What does that vac tube acctuate? D'
