Just like John explained, after coating both surfaces with contact cement let it dry as per instructions (the time) when the time is right it seems like the glue wont do any good, you can touch with your finger tips the surface and does not even feel sticky but once you join them together is instant bond, maybe at the most you can put pressure with your fingers for a couple of minutes but generally if done right it does not require it, be neat with the little brush as it will require a solvent to wipe clean any mess, always as in any new situation is best to practice somewhere else before tackling your final work.
