* All of Africa except South Africa (you count them)
* All of the Middle East except Israel
* All of Asia (IMO China is a dictatorship) except Turkey & India
* All of South America (in one way or form)
That's at least 100 there.

How about a President that spent the 8 months prior to Sept 11th spending
